TF-VII. Procedures, Policies, Planning, and Budgeting for Technology Environments

Educational technology facilitators promote the development and implementation of technology infrastructure, procedures, policies, plans, and budgets for PK-12 schools. Educational technology facilitators:

A.   Use the school technology facilities and resources to implement classroom instruction.



Candidates:


1. use plans to configure software/computer/technology systems and related peripherals in laboratory, classroom cluster, and other appropriate instructional arrangements.


2. use local mass storage devices and media to store and retrieve information and resources.


3. discuss issues related to selecting, installing, and maintaining wide area networks (WAN) for school districts.

4. model integration of software used in classroom and administrative settings including productivity tools, information access/telecommunications tools, multimedia/hypermedia tools, school management tools, evaluation/portfolio tools, and computer-based instruction.

5. utilize methods of installation, maintenance, inventory, and management of software libraries.

6. use and apply strategies for troubleshooting and maintaining various hardware/software configurations found in school settings.

7. use network software packages to operate a computer network system.

8. work with technology support personnel to maximize the use of technology resources by administrators, teachers, and students to improve student learning.

B. Follow procedures and guidelines used in planning and purchasing technology resources.

Candidates:


1. identify instructional software to support and enhance the school curriculum and develop recommendations for purchase.

2. discuss and apply guidelines for budget planning and management procedures related to educational computing and technology facilities and resources.

3. discuss and apply procedures related to troubleshooting and preventative maintenance of technology infrastructure.

4. apply current information involving facilities planning issues and computer-related technologies.

5. suggest policies and procedures concerning staging, scheduling, and security for managing computers/technology in a variety of school/laboratory/classroom settings.

6. use distance and online learning facilities.

7. describe and identify recommended specifications for purchasing technology systems in school settings.

C. Participate in professional development opportunities related to the management of school facilities, technology resources, and purchases.

Candidates:

1. support technology professional development at the building/school level utilizing adult learning theory.


Reflections

In order to be viewed as a technology leader in my school I have volunteered to be on many different technology committees.  Our school just finished our Middle States Accreditation.  I was the chair of the technology committee.  Our committee needed to examine our technology plan and make recommendations on our strengths and weaknesses, successes and failures. 
Attached is my analysis of our five year technology plan.  As any document it is a living and changing one.  It guides us as we explore new ways to integrate technology into our curriculum.  Attached is my analysis of this plan.  Although the plan has expired the director of technology was open to my reflections as our new plan was created and adopted.

Old Bridge Township Board of Education Technology Plan

Members of school board of educations have a difficult task.  On the one hand, they must stretch every dollar and spend it wisely but on the other hand they must move forward with 21st century technology and equipment.    Our district seems to be behind in acquiring SMART Boards.  So a presentation to the school board was prepared to demonstrate the need for allocating money to purchase at least one for each school.  The end of this story is a happy one.  In November 2010 the library was given a SMART Board for use with classes and other workshops

It is imperative that librarians collaborate and cooperate with classroom teachers.  They need to see that we are a partner in the teaching and learning process.  As facilitators in a school we need to take a leadership role by assessing the technological needs of a school.  It doesn't stop there, the next step is where to get the money or the hardware/software to implement the identified needs.  Old Bridge is one of the few schools that is lucky enough to have a planetarium.  Our planetarium teacher was in desperate need of more equipment.  I found a willing partner to apply for a NJEA HIPP Foundation grant.  We worked many many hours to put together the grant application.  I demonstrated to him and the faculty that I was a willing and able partner.  Although, we didn't win the grant Mr. Outcalt took our grant and reapplied to the Old Bridge Education Foundation and won a smaller amount to help him reach his goal.
